Public discussion of the Air Quality Improvement Program in the Trenčín Region

The Air Quality Improvement Program (AQIP) is a strategic planning tool developed for a zone and agglomeration in which the concentration of a pollutant exceeds the limit or target value for the protection of human health and vegetation. In the Trenčín Region, the main source of air pollution is local heating with solid fuels, which results in high concentrations of BaP, PM2,5 and PM10. The subject of the program is measures to achieve good air quality in risk areas.
Pursuant to Section 9(6)(a) of Act No. 146/2023 Coll. on Air Protection, the Trenčín District Office, Department of Environmental Care, acting in its capacity as the competent state administration authority for air protection at the regional level, is responsible for preparing the Air Quality Improvement Plan (AQIP) for the Trenčín Region. The Trenčín District Office developed the program in cooperation with the relevant permitting authorities, the self-governing region, affected municipalities, operators, the authorized organization and with affected authorities and organizations.
Representatives of local governments were also involved in the preparatory process, with whom 2 personal meetings were held regarding a joint discussion on possible measures aimed at improving air quality in the given regions of the region. Representatives from 35 municipalities from 9 districts participated in the working meetings. In addition to personal meetings, repeated communication on the measures with operators and representatives of municipalities classified as at-risk took place.
The objective of the AQIP is to achieve good air quality within the defined area through the implementation of proposed measures. The AQIP for the Trenčín Region includes an assessment of the current state of air quality in relation to compliance with established standards, identification of the contribution of individual pollution sources, an overview of measures already implemented and those currently in place, deadlines for their implementation, performance indicators, designation of responsible entities, and an evaluation of the effectiveness of the measures adopted.
An analysis of the contributions of individual groups of sources to total concentrations shows that measures to improve air quality in risk areas in the Trenčín Region zone should be aimed mainly at reducing emissions from local heating plants. Outdated and improper household heating has a negative impact not only on air quality, but also on the health of the affected population.

The public may submit written comments on the environmental report and the draft strategic document entitled “Air Quality Improvement Programme for the Trenčín Region” within 21 days from the date of publication of the documents, and no later than 19 November 2025, to the following address: Trenčín District Office, Department of Environmental Care, Department of Nature Protection and Selected Components of the Environment of the Region, Hviezdoslavova 3, 911 01 Trenčín.
Pursuant to Section 63 of Act No. 24/2006 Coll. on environmental impact assessment and on amendments and supplements to certain laws, consultations can be held at the headquarters of the Trenčín District Office, if necessary, during the entire process of assessing the impacts of the strategic document on the basis of a previously agreed date.
A public hearing on the Report on the Evaluation of the Strategic Document and the draft program will take place on November 20, 2025 at 9:30 a.m. in the meeting room on the second floor of the Trenčín District Office building.
Air quality managers from the Trenčín Self-Governing Region Office and the Ministry of the Environment of the Slovak Republic actively participated in the development of the draft Air Quality Improvement Program for the Trenčín Region zone. The positions of air quality managers (AQMs) were established for the entire territory of Slovakia within the LIFE IP project – Air Quality Improvement. AQMs operate within the territorial units of self-governing regions and create a link between the national and local levels of air quality management. The positions were created based on the need to coordinate and improve the implementation of measures to improve air quality directly in the regions, primarily by providing advice and support to regional and local authorities and decision-makers for planning effective measures in the field of air quality, for example when revising and updating air quality improvement programs.
